Foundations_barNew Voices campaigns, inspired by the successful John Wall New Voices Act of North Dakota, continue to grow across the country.
Developed by journalism students and advisers and supported by scholastic journalism organizations, these groups want to give voice to student journalists by creating legislative reform.

So far, five states have established campaigns and many more are in discussions. Those states are:
New Voices of Minnesota
New Voices of Maryland
New Voices of New Jersey
New Voices of Illinois
New Voices of Michigan

In other legislative news, scholastic journalism supporters in Washington have talked with a potential Republican sponsor in Washington as they work toward proposing new legislation. Wisconsin is also working on legislation but does not have a digital site yet.

Satire: Easy to confuse when used without context

Aw, satire. So fun and entertaining when done well. How many times have I been taken aback for a second by an Onion headline? More than I care to share! Satire can be very powerful when done with purpose, but satire for the sake of satire often falls flat.

My students are always open to try new things, and I always let the editor make the final decision. A few years ago the newspaper editor suggested a satire page. I voiced a few concerns, but said if you’re going to do this, just make sure the page is clearly labeled as such. The editor did fine: the page was labeled “Satire” and the folio called the paper “NOT The Northern Lights.” Seemed to be good to me.
However, after the second issue we quickly learned people don’t pay much attention to folios. Two stories appeared on the satire page: “Mascot name offensive, changes needed” was a nod to the use of Redskins as a team mascot, this time saying our Panther was a bad choice and that PETA was needed to intervene; the other story, “Like government, school shutdown impending” poked fun at the Obamacare controversy by discussing how school was soon to have full nurse coverage during the school day and how that would cut in to other programs. Entertaining? Yes. Best satire ever? No.

Is satire worth it? Maybe sometimes, but remember: most newspapers don’t include satire, so it is easy for a reader to get confused when what is a typical straightforward paper decides to enter the world of comedy. Perhaps a special publication for satire would be a better way to go.

Model ethical guidelines for satire
Satire can make for entertaining writing, however two major points should be considered when discussing the inclusion of satire: 1: Will readers get “it?” and 2: Even if readers do get “it,” are you walking a fine line with the type of content expected of your publication and that which isn’t necessarily journalistic?

While there may be nothing inherently unethical about including satirical content in a student publication, is that the type of content the publication should be known for?

Consider this: does the nightly news ever take a segment for anchors to report on something that didn’t really happen? The back page of the Washington Post run Onion-like stories? Certainly there is a place for satire, but is the legitimate news source the correct place?

Staff manual process
Discuss the need for policies and information about satire depending on the type of media you are. While satire might be appropriate for a literary magazine or humor magazine, does it have a place in the newspaper or on the website?

Suggestions
• Satire can be an effective tool when writing an opinion piece. Consider limiting satire to the opinion pages, where it is clearly labeled opinion.

  • Satire online can create issues. Consider a former student searching for school news and comes upon a satirical piece that isn’t obviously satirical by just Googling the school name. Is the desire to include satire in a legitimate news source worth the confusion? Is satire journalistic?
  • Some schools produce special edition papers for April Fools Day. Imagine The New York Times doing the same. Hard to do, isn’t it? Why sacrifice the integrity of the paper for fun? Perhaps if satire is so important, the staff should produce a separate humor publication that doesn’t conflict with news. Staffs often think everyone will get the joke, but that’s not always the case. Further, the next time you do try to cover hard-hitting news the readers might think back to how you took everything as a joke the last issue.
  • Spend time discussing what your role as a journalist is. Are you a trained satirical writer? Just as we would advise against horoscopes and advice columns as teens often aren’t qualified to provide such content, how does satire fit in with a serious journalistic program?

Apply for First Amendment recognition

sprclogoApplications are now available for this year’s First Amendment Press Freedom Award (FAPFA).

In its 16th year, FAPFA recognition is designed to identify and recognize high schools that actively support and protect First Amendment rights of their students and teachers. The honor focuses on press freedoms.
The application can be completed by using a SurveyGizmo form. Deadline for submission is Dec. 15, 2015. One adviser and one student editor have to submit entries for Round 1.
Schools will be recognized at the 2015 Spring National JEA/NSPA High School Journalism Convention in Los Angeles.
To be recognized by JEA, NSPA and Quill and Scroll, schools must successfully complete two rounds of questions about the degree of First Amendment Freedoms student journalists have and how the school recognizes and supports the First Amendment. Entries will be evaluated by members of these organizations.
As in previous years, high schools will compete for the title by first answering questionnaires directed to an adviser and at least one editor; those who advance to the next level will be asked to provide responses from the principal and  advisers and student editors/news directors of all student media.
In Round 2, semifinalists will submit samples of the publications and their printed editorial policies.

Celebrate Free Speech Week,
show it means something real

Free Speech Week starts Monday, Oct. 19 and continues through Oct. 25.FreeSpeechWeek_Logo_Main

Let’s show the nation it means something to scholastic journalism, its students and advisers.

According to information from the its website, Free Speech Week (FSW) is a yearly event to raise public awareness of the importance of free speech in our democracy- and to celebrate that freedom. As freedom of speech is a right all American’s share, this non-partisan, non-ideological event is intended to be a unifying celebration.

SPRC suggestions include:
• Publish at least one substantive story across platforms this week that show students who practice free speech to make final content decisions perform intelligently and act journalistically responsible, no matter how controversial the topic
FSW_Icon_500• Reach out to some part(s) of your communities and show them how and why free speech guidelines are important, not only for publishers but for audiences
• Invite community members, from students to adults in and out of school, to sessions where students decide content to be published so these observers can see the thought and principles that go into decision-making.
• Follow links to the FSW Social Media Badge used to the left and/or the FSW logo and display your active support.

to pursuing Hazelwood legislation

Football, the World Series, Homecoming, and Halloween are all traditions and events synonymous with autumn.

There seems, however, to be another occurrence that becomes front and enter as the leaves change color:  Drives for legislation that gives scholastic journalists that opportunity to practice uninhibited free and responsible journalism.

Call it what you want — Freedom of Express Legislation, Student Press Right Legislation, Education Readiness or First Amendment Preservation – but the reality is the outcome is the same. Overturn Hazelwood.

The success in North Dakota has apparently infused other states with a surge of energy and interest in hitting the state house.  SPLC Executive Director Frank LoMonte reports that efforts or interest in legislation are under way in New Jersey, New York, Michigan, Florida and Illinois.

LoMonte notes that efforts to sway state lawmakers away from Hazelwood need to be carefully planned when it comes to substance and methodology.  A key, he notes, is to make sure the game plan is diverse.  While the effort puts scholastic journalism front and center, it’s important key to show how legislation benefits journalism as a whole.

Is there a magic formula that will guarantee passage?  Of course not.  The Illinois Journalism Education Association’s Legislation Committee, for example, will look at multiple parts to the equation that need to be put into place.  While it’s essential, and this is not rocket science, to find supportive legislators, the best place to start is at home.  For example, reaching out to your local legislators is a good idea because they should have a vested interest in working with their constituency.

And while there is comfort in working with peers that you are familiar with, such as other journalism educators, we’ll be looking to establish a broad and diverse base of support.  In addition to soliciting the support of scholastic press associations (SPAs), organizers of legislative efforts should, LoMonte says, look at allied journalism groups as well.  Collegiate press associations as well as professional media organizations should be included as well.  Gaining support from stakeholders who will benefit from well-rounded scholastic journalists will hopefully show legislators that there is a long-term benefit to the bill and that the intent s pro-active and not merely s reaction to a specific issue, school or administrator.

When identifying the aforementioned organizations, the IJEA Legislation Committee will also consider the audiences they serve.  Collegiate organizations should, for example, should include those that serve both two-year and four-year schools.  Utilizing student chapters of associations like the Society of Professional Journalists, maintain a not only student connection, but a link to professional journalism as well.

One thing we’ll be doing in Illinois is encouraging advisers to contact alumni — but not just those working in journalism.  Former students who may work in other professions such as public relations, and law for example can not only provide support, but also resources and possibly pro-bono services to aid your efforts.

Sound like a daunting task?  It is and it is one that will require you and your committee to keep your eyes wide open for diverse support, ideas, and perhaps most importantly — patience.

In the long run, however, it will be worth the effort.
